Sejarah berdirinya LBB (Liga Bangsa-Bangsa) sampai terbentuknya PBB (Perserikatan Bangsa-Bangsa)




1.     Sejarah LBB  (Liga Bangsa-Bangsa) 

Pengertian LBB

 Liga Bangsa-Bangsa (LBB) adalah suatu organisasi internasional yang didirikan setelah Konferensi Perdamaian Paris 1919,  pada 10 Januari1920. Pada awal berdirinya LBB mempunyai anggota 24 negara selanjutnya berkembang menjadi 60 negara dengan berkedudukan di Jenewa, Swiss.

Latar belakang berdirinya LBB

Kehancuran akibat perang dunia I ( PERTAMA ) mengakibatkan timbulnya kesadaran manusia untuk membentuk suatu badan perdamaian dunia yaitu LBB ( Liga Bangsa-Bangsa ) yang diharapkan mampu mengatasi kehancuran akibat peperangan. Dalam upaya menciptakan perdamaian muncul beberapa tokoh perdamaian dunia antara lain :
1. Simon Bolivar
2. Henry Dunnant (Bapak Palang Merah Internasional)
3. Bertha von Suthner
4. Tsar Nicholas II
5. Woodrow Silsom

 Tujuan LBB sebagai berikut :
a. Menjamin perdamaian dunia
b. Melenyapkan perang
c. Diplomasi secara terbuka
d. Menaati hukum dan perjanjian internasional

Setelah terbentuk LBB , LBB berusaha melaksanakan fungsinya sebagai badan perdamaian dunia dengan melaksanakan beberapa perjanjian perdamaian yaitu :
1. Protokol Jenewa 1924
2. Perjanjian Locarno 1925
3. Perjanjian Kellog Briand 1928

Selain itu LBB juga menangani masalah-masalah internasional yakni :
1. Masalah Kepulauan Aaland
2. Masalah Wilna
3. Masalah mosul
4. Masalah Manchuria
5. Masalah ethopia

Sifat Dan Tugas LBB

(1). Merupakan badan untuk pemeliharaan perdamaian dan badan pengawas daerah    perwalian atau daerah mandat LBB.

(2). Merupakan badan untuk mencegah perang dan menyelesaikan perselisihan secara damai.

(3).  Mengatasi masalah yang menyangkut ancaman perang.

(4). Berusaha mengintegrasikan dan mengoordinasikan lembaga-lembaga internasional yang sudah ada.

(5).Meningkatkan kerja sama dalam lapangan kesehatan, social, keuangan, pengangkutan, perhubungan, dan lain-lain.

(6). Memberikan perlindungan terhadap bangsa-bangsa minoritas.

LBB tidak mampu bertahan dan kemudian berakhir dengan timbulnya Perang dunia II.

Penyebab kegagalan LBB yakni :
  a. peraturan tidak bersifat mengikat atau memaksa
  b. Tidak mempunyai kekuasaan yang nyata untuk menindak Negara anggota yang   

    melakukan pelanggaran, kesalahan                                                                                                                     c. Digunakan sebagai alat politik Negara-negara besar.

     

          LBB gagal dalam mengatasi perang dunia pertama, maka terjadilah perang dunia kedua
